For Daggerfall how does one level up destruction efficiently? I know that a way to level restoration is to make a minimum casting spell, but what about destruction?

Make a spell that causes damage and healing at the same time.
Practise on some low level enemy that can't hurt you.

you should really check uesp.
one of my favorite ways it to make a spell with weak damage health, water walking and charm, then use the spell, cancel the spell and repeat. this way you can level up destruct, illusion, and thaumaturgy all at once without using spell points

Magic is easily the most powerful element in the game, so yes.

I'm pretty sure that without magic you can't even finish the game.
On my no-magic playthrough I got really lucky by finding a levitation ring.
Otherwise I wouldn't have been able to get out of some dungeons and the last dungeon would have been awful.
