I got a lot of mine of limewire back in the day. More recently when upgrading my collection and getting games for more systems I've just downloaded torrents of completed rom sets. Going through individually is a pain and why not just get everything?

I I've used emuparadise for CD based games like Sega CD a few times though and it was decent.

Premade eboots are always a plus. I also use theisozone. Not as user friendly as emuparadise and you can't even search through the address bar, which annoys me.

Also, there was once a side called superromworld but now it down. I loved that side.

I usually just torrent a full rom-set of whatever platform I wanna play. If they're larger files (e.g., PS1 games) I use the partial download feature in torrent client to quickly and easily get the ones I want. Way better than fucking around with xXx-Emulator-Base-xXx and typing in a bunch of captchas or w/e

I got my rompacks from emuparadise and internet archive. as far as I know, those are the best sources right now.

theromdepot has a decent collection but it's not comprehensive. I like that there's manuals though.

Never fucked with rom sites in the 2000s. I just pirated collections and never really emulated any cd based games.

These days emuparadise is the best selection and user experience I've found. And the eboot selection is beyond awesome. Always the first site I check..

What I do now, Is I have eboot editor homebrew on my psp, and I just edit out all the shit I don't care for. I usually create my own icons if I plan on having the game on my psp for a long time.
