That was scrapped really early in development, but you're partially right about some parallax oddities. Some specific plane B tiles of Green Hill Zone look like they've been corrupted, while you can see in that video (and many other development screens), it was not the case initially.

Megatech is slightly different, it is a multicart system with time based gameplay. It has an extra monitor that lists the games and your remaining time.

Megaplay is closer to a proper arcade version, they actually rewrote games for that. Took out game options or mode selects (so titles jump into gameplay like arcade games do), tweaked the gameplay for some games (like removing excessive 1-ups), etc. That was a more of an "arcade port" than the Mega Tech.

There was also the C2 system which used nearly the same hardware as the Megadrive, but with ever so slightly more colours and the CMOS version of the ym2612 (that the model 2 also used).

Yes, it was all an elaborate green screen with stairs and boxes and stuff, so they'd have to look to the sides at monitors like a weatherman does to see where they were in relation to the game's sprites.
