So what's the deal with the Street Fighter Ex sub-series? It introduced a ton of new characters that were never seen again. Does Capcom own them? The only thing I can figure for why they haven't used some again is they don't have the rights or something.

Also might as well ask if the games are worth getting. They look more like Tekken than SF, so which do they play like more?

Well, its all up to taste. I liked it, it was just a capcom attempt to make a 3d fighting game. Its slower than your average street fighter game, but I enjlyed it. The characters are nothing that special, but I enjoyed specially that moustache grappler. I think it's worth getting it if either:
You find it for a good price
You enjoy fighting games
You are not bitchy when it comes to games

It plays just like a street fighter fame, but slower.

Arika owns the characters.

It plays nothing like Tekken at all, it's basically a more combo/cancel heavy SF, but also feels kinda slow.
The music in the first game is very very good, second one is more forgettable but still good iirc.

As Arika owned by Capcom though? That's the part that confuses me because the wiki said Arika is made up of SF2 devs. I'd like to see Pullum come back.

Arika is made of ex-SF2 devs, but it's a completely different business. It's not uncommon for people to depart a softhouse and found their own.

They have another fighting game called Fighting Layer, for the arcades (look it up on youtube). It has Blair and Allen from EX as characters.

About the copyright thing, the new characters are indeed Arika's. One CAPCOM representative said they had to get Arika's express approval to use their characters in any form of media (game, manga, artbook).

The characters are co-owned between Arika and Capcom, much like Strider is co-owned between Moto Kikaku and Capcom.

Capcom just needs permission from Arika to use them.

The SF2 devs left capcom and formed Arika. They still had some ties with Capcom in a way, and "teamed up" to make SFEX.
