You can hold super tight perfect lines and corner much faster with nose tipping independently compared with a dpad where you have to constantly tap and are limited to awkward thumb sliding to try steering and nose control at the same time and the such which will have you bleeding times as it simply is impossible to match the negcons dual function. Pretty much everyone i know who switched to negcon broke all their pb times shortly after they got used to it. It's the same with pad vs steering wheel in arcade racers like outrun 2 the top pad times are around 10 seconds slower than best wheel times consistently again because of the lines you can hold with analogue steering wheels.

No because just like a dpad the nose tipping (up/down/diagonals) is on the same stick as left and right steering. On the negcon you control steering with the twist and the nose with the separate dpad so there is nothing that compares if you are playing at a high level. Go check the records and it becomes quite evident.

I actually owned this as a kid. My dad got it for some reason and I was so hyped, because I was like 8 and imagined it like the characters in-game would do exactly what you do inside the circle, and you could even make up your own moves and shit or do stuff that wasn't possible in the original game, like make sonic punch an enemy out of the way or something.

Yeah, I was pretty disappointed when I actually tried it.
