Resident Evil 2 for the Playstation was fluent even when sequenced. As for Resident Evil 3, as far as I can remember, one member of the trio left the sound design team (Masami Ueda, Saori Maeda and the third was the departed), that beside the whole team overhaul for the RE3 probably affected how RE3's soundtrack panned out for the PS1--namely, plucky and obviously sequenced and not as fluent as RE2's. This makes the streamed Dreamcast version the definitive when it comes to soundtracks for RE3.

Silent Hill (Akira Yamaoka) for the Playstation also had an impressive modality for playing and mixing sequenced tracks on the fly rather than playing dictated streams. This gave ambience more dynamicity which seems necassary to segue moods. Not to mention the effort put into the streamed tracks.

King of Fighters 2000 (NeoGeo) has a sequenced track from what I can tell via emulation. The interesting thing is, at the match's final-round knockdown, it muffles most channels and leaves some percussioneries playing which creates a splendid transition effect, especially in tandem with the white fade-out. Robust art direction all-around.

Yuzo Koshiro wrote his own programming language for Streets of Rage 1 & 2. I don't know how does that bode for sound design, but it sounded beyond its hardware, also with consensus.

Street Fighter 2 and Strip Fighter 2 had great soundtracks with distinct verses and tunes. You could hear a guitar riff imitated in one of Strip Fighter 2 tracks.

Koise and Ogawa's work at Telenet in 1986 was equally influential compared to Koshiro and Abo. Telenet did very well in 1987 but at that point Falcom had more talent and budget to release albums. (Koshiro mainly popularized the YM2608 with games like The Scheme and Misty Blue). I'm not sure which introduction to FM synth was more important for Japanese devs, Thexder on the PC-88 (the recent mkIISR model had a YM2203 bundle for playing the game's OST in FM) or Marble Madness in 1984 a year before.

it's good for the sheer amount, but the files are played back on an emu basically. Also, some recordings are still imperfect, as the emu used tends to record samples pitched higher than they should. And rarely they miss some parts like the very beginning of a song

Neogeo has a pretty awsome combination of FM + SSG + ADPCM, but past the very first wave of games, the focus went into ADPCM. Some later games even just stream.
At least, what they lacked in sound programming, they sure made up in composition. Also, I like the older stuff more, even on good titles like 99 or 2000, they tried too much to sound like digital, I dunno how to explain.

Later games steamed because they had the space to, and because the Neo's sound hardware is weird.
Namely, most of the ADPCM channels don't have hardware resampling, they play at a fixed rate. You end up having multiple samples at different pitches to play more than one sample melodically or using small melodic loops. It's why a lot of samples on the Neo are played back at the same handful of notes. If the samples are short, you can put a bunch and get a pretty wide range.

The vocalist (and one half of the brains behind the whole group), Paul Sebastien, has actually involved himself in video games in other ways as well. He's one of the reasons why XBox Live even became much of a thing, having gotten into running and selling businesses, basically as a boss for hire ,and he's very, very good at what he does. He and Daniel Lenz, the other half of Psykosonik's brains (the rest of the group in their first few years were mostly just there because they didn't have enough money, and therefore equipment, to do it all with just the two of them) still get together once in a great while and have some fun with music again.

I've always preferred the field music in AC to its sequels because it's low-key but still has percussion and rhythm. Interesting that even Totake once thought like this, but now he regularly says AC's more about teh comfy musically, so no drums of any soft, just guitar and stuff.
