tl;dr: I wanna emulate TG-16/TCD and Saturn, but don't know how.

I've got basic HuCard emulation working for TG-16, but I'm not 100% on what I have to do to get Turbo CD running. Right now I've got Ootake running and when I select ["CD-ROM Game] it says something about "SYSCARD.pce". I downloaded some zip files from a site: the first has a bunch of files named "CD-ROM System V[number].pce" and the other two contain the files "SYSCARD1.PCE" and "syscard2.pce". What EXACTLY am I supposed to do with these files? I was able to find Rondo of Blood in another thread on mega in a rar file and that contains a .bin file and a .cue file. Do I need to unzip these or do anything with them other than have them in the rom folder?

For Saturn I just downloaded SSF and have no idea what to even do with it.

Well, for what it's worth, I still have my old TG-16/CD in the garage, and I remember how it worked.

There was a game card that you had to put in to use the CD player. It looked like any other HUcard game, and once you put it in, the system would give you access to the CD player and you could start the game on the CD.

Based on that, I'm guessing you put that part where you normally put games.

Booting CD games
1. First you need the TurboGrafx16-CD BIOS. Extract the BIOS from its zip file and toss it into Ootake's main folder.
2. Insert the CD game, if you haven't already.
3. Double-click on to open Ootake.
4. Ootake's famous confusing green window pops up (click the thumbnail towards the right). Disregard the weird unlegible symbols. Click on to load your TurboGrafx16-CD/Turbo Duo game.
5. Press whatever key you set for "Run" and the game will begin.

I use Turbo Engine, which can run most ISOs if you have a ROM image of the required System card. SYSCARD3 is required to run the Super CD-ROM2 library and an Arcade Card is required Arcade CD-ROM2.

Magic Engine is pretty good, but it's shareware and you're forced to use save states if you want to play more than five minutes of any game.

Try using a multi-system emulator. I use OpenEmu and the mednafen core includes TGCD and works great.

Read the documentation. That's how I learned to use it.

I guess it doesn't really expliticitly tell you the most magical trick - you run the games by dropping the cue file on the mednafen exe. But first you need to get the right BIOS file (that's mentioned in the documetation). Various settings are changed by edition the appropriate ini file (Notepad++ is a good editor, details are in the documentation).

Oh and you need the correct game rips - BIN/CUE format. But for PC Engine CD it's not really that picky, you don't need a rip with each track separated.

Use Retroarch, Mednafen PCE core. Get the files (I think they have to be bin/cue) and load 'em, should work no problem.
I use Magic Engine for cards because it emulates things like the PCE turbo options on controllers. But I think Retroarch is your best best if you're this confused.

OK, I'm using Mednafen and I followed every instruction exactly and I even went and got the ISO of Rondo of Blood and nothing works. HuCard emulation is working fine, but Turbo CD emulation isn't working at all.

Also worth noting that you use keyboard commands to do all of the configurations after you load the CUE files

Alt + Enter makes it full screen and Alt + Shift + 1 allows you to configure your controller.
