Sengoku 2 is my favorite because of all the typically japanese crazy mythological stuff, and 3 seemed to lack of that.

That's correct, in japan 3 is known as Sengoku Gaiden and it's an unnumbered spin off. The team behind that game are the same guys who made gaia crusaders and it plays a lot closer to that game than the rest of the sengoku series.

difficult question, the biggest issue is that carts can instantaneously load graphics from any part of the rom while the double speed CD drives on those 32 bit systems had to take literal minutes to fill up the ram
the neo geo ports on the play1 were garbage
saturn fared better but only because of the expansion cart and even then they still missed out on some of the better games like KOF98 and real bout 2 for whatever reason

metal slug x didn't have interstitial loadings but they had to completely butcher most of the animation and pixelate the explosions to get it to run
all ps1 neo geo ports had down-sampled music, something to do with limited ram

The Samurai Shodown series. It reminds me of Smash Bros in a few ways, like the defensive play, huge range of weapons and characters, and lack of an emphasis on combos. It's the first "real" fighting game I really enjoyed.

Neo wins because it could just load whatever from ROM whenever it wanted. The Saturn and PS1 needed to load shit into RAM (which was very limited) off of the slow CD.

Saturn gets a big boost from those extra RAM expansions because it can at least fit most if not all of a character's frames into memory now.

Load time takes forever. It's a 2x drive in both machines, 300kB/s peak rate, extremely high latency (seeking around the disc). Background loading helps the Saturn a bit, but that's up to the programmer to deal with.

if the cartridge <-> console interface has comparable bandwidth to the interface between the console's CPU and RAM, then you can map ROM on the cartridge into the CPU's memory map and read data from it directly rather than loading into RAM, and if the cartridge has SRAM of its own then you can use it the same way

I would say any arcade stick that follows the 8-button layout so you can properly mimic the ABCD button layout it has on the original hardware. I've found that some things like Striker/T.O.P and other moves in their fighters feel a little more intuitive with the original layout.
