How would I do a legal PC Arcade machine, no roms?

Would that mean no Nintendo, SNK, Capcom, Namco?

No, you'd need to buy the actual board with the game on it.

You can't just make a legal arcade cabinet out of a PC unless you ripped the ROMs yourself from your own boards.

Just use MAME and ROMs. There's literally no reason not to. Nobody gives a fuck about going after people downloading ROMs of 20 year old arcade games. Pretty much nobody is losing money (assuming there is no arcade near you), so there's no there no real moral argument either.

Just download the ROMs, man. You aren't going to get a 'legal arcade PC'

You can buy compilations with arcade games. Obviously a lot of games were licensed and released for home systems as well and there's nothing stopping you from using those.

Those 50GB collections of every arcade ROM ever made that are freely floating on every marginally related website out in the open are surely just traps set by the FBI. No, what you need to do is buy every arcade game at $8 a pop and have it run in some proprietary front end with non-configurable controls. That will make Jesus proud.

Just buy everything legally. Pretty easy to do actually. There are many games that don't have a PC port but there are plenty that do.
