In terms of art design and music, what is the most beautiful 16-bit game?

Ecco the Dolphin 1 and 2 are right at the top for me. Slightly different styles and I can never decide which I like better, but both are gorgeous.

Super Castlevania IV has probably my favorite video game soundtrack ever, so music-wise yeah, I agree.
Konami music in general back then was amazing, lets not forget the Ganbare Goemon series or Gradius, or Axelay.

As for the art design, there are a lot of great looking 16 bit games, Castlevania IV looks great, but there's really a ton of them.
Here's a kind of lesser known game with beautiful graphics, Flink. (I played it on the Sega CD but I think it's also on Commodore Amiga)

Music? Dracula X Rondo of Blood. Nothing else even comes remotely close.

"Art design"? Probably Tales of Phantasia.

Overall atmosphere? Super Metroid BY FAR.

This level looked and sounded fantastic, and it still does look great on a good CRT.
It remained one of my favorite locations in vidya.

I love how DKC music can be fun and kind of dark at the same time.
DKC2 is even better in that regard.

I think Sonic 1 is underrated as far as its look and sound. Really cohesive vision overall what with the art deco style, the poppy soundtrack, the emphasis on rounded shapes.

Some other 16 bit games I think look and sound great are Ristar, Sonic 3&K, Super Metroid, Ecco the Dolphin, R-Type 3, Lightening Force, Phantasy Star 4. The TurboCD also had a bunch of great-looking games but I never had the system so nothing's really coming to mind.

to be honest Castlevania IV graphics and art style were kinda lame and boring, castlevania 3 and rondo of blood/symphony of the night had a more interesting art style, the music is superb though

Just finished playing through Super Castlevania IV on my SNES for the first time literally an hour ago. The graphics were okay, but definitely far from the top. It did make some interesting use of mode 7.

I love Super Castlevania IV, but I'm torn between Harvest Moon (snes) and Chrono Trigger.
Going for Harvest Moon because I think it's an underdog in this contest. People easily overlook it's beauty because of it's simplicity and because it's beauty is more in the whole experience. The scenery looks beautiful because of how it changes with the time of day and year, the same goes for the music.
