Is there any real reason why this is allowed but the ps2, which only came out a year later, isn't?

I mean, is 16 years old really that much bigger than 15?

It's because the Dreamcast was released in 1998, and the PS2 in 2000. The rules are right there on the sticky.

Dreamcast was the first Sixth Generation console, and competed with the Fifth Generation for two years (there are a few Dreamcast versions of N64/PlayStation games).

Since it died so early on, before the Sixth Generation really took off (Was the plug pulled before GameCube and Xbox released?), it gets a special home here.

there are also ps2 versions of n64/ps1 games, so that doesn't really make a difference

also dreamcast died the year gamecube/xbox came out, and only in america. there were quite a few games that got a dreamcast version that was either JP only or only sold in limited copies but would later get ported to other systems a year later, like shenmue 2
