The most important tip is to start slowly. Build a small town first. I don't think you even need to build police stations/hospitals at the beginning. Those can swallow your budget. I think it's more important to balance out the taxes, budget and shit before you go bigger.

There is no way to get good at SimCity 2k. Your cities will invariably start as small towns and die rapidly turning into a small deserted ghost town in the middle of nowhere. You will never have enough income to do anything and the roads manager will always yell at you if you try to cut his funding. You'll float bonds until you've reached the limit and never be able to repay it. That's the lesson of Sim City 2000, it's about how the world really is and how your economy will always be shit.

Not bad. I was thinking of a map with a gradual descent of large plateaus, and a major river pooling in reservoir lakes before narrowing into a thin waterfall with dams leading down to a new level with a new lake.

Instead of a coal plant, I sometimes start a new city around a 4x4 hill (3x3 flat top). I drop water on the slopes and put up hydros, then either put a police station or some water pumps on top of the hill to make use of the 3x3 space.

Had a lot of fun building, making mistakes and learning how to make a bustling and successful city.

Anyway, I think I definitely played 2000 a hell of a lot more than 3000, but I feel like 3000 was a lot more enjoyable. One of the best parts of 2000 was being able to put your cities in Streets of SimCity, which is a greatly unappreciated game.
