Hard to say. I've read a couple of places that it was done in cooperation with Capcom, but the writer/director of the film is notorious for A) being ultra cheap and B) copyright infringement.

I seriously doubt Kung-Fu Master was actually intended to be a Wheels on Meals tie-in to begin with. It seems like a pretty last minute change. If anything, it's more inspired by Bruce Lee's Game of Death.

My theory is that IREM approached Toho-Towa (who distributed both, Spartan X and GOD in Japan) to acquire the GOD license, but that movie was already a few years old by that time and Toho-Towa suggested to base the game on Spartan X instead, since that was their newest release at the time.
