And if you're going to translate something then I'd recommend picking a simpler game to start with (I'm assuming you've never done this before?), one that's low on text, so that you can get accustomed to rom hacking/translating and then graduate to the more complex/text heavy stuff later on.

Yep. I've been hanging around the romhacking forums for years, and in many cases it's not laziness, but a technical issue with script insertion, text compression, or error checking. Translation is rarely the most difficult or time consuming task, except for very lengthy rpgs.

For a large-scale translation project, only a complete fool would sit there manually rewriting every single string in a fucking hex editor. You document how the text is stored, if compression is used and how it's used, how much space you have to work with for fonts and text, etc.

Then you make a tool that dumps the whole script to something easily usable, a tool to work on doing the actual translation while providing shit like variables and at least i'd expect an updatable glossary to ensure translation consistency.

Last but not least you'll need something to put your translation back into the game, compressing the data back as it should be, shuffling around bits to make shit fit, rerouting pointers so the text actually works, proper error checking and handling so it doesn't spit out garbage that doesn't work.

Look at the toolset this Finn who wanted to translate Chrono Trigger made, for instance:

So yeah, get some programming skills, read up the little docs that are available for these consoles, learn to read and write assembly code for whatever console CPU you're planning to work with and get those tools out there for me, or just shut the hell up with your uneducated trash advice.

Depends on how the games handle text, really. Thing is that PC games are just programs running on top of an OS, so they'll be hooking into standardized APIs for most functionality, and storage space being plentiful you will likely not bump into crazy in-house compression schemes and the like. PC games are overall more flexible, and the platforms well-documented.

On older consoles their engines had to control the whole hardware pretty much down to the metal, so you get a lot more crazy shit going in those tightly packed little binary blobs that's prone to break as soon as you touch them

Growlanser 1 in the ps1 (or if possible, the updated psp version). Translated text exist but some are still not covered.

I think somebody tried translating the psp version around 2012 but look like it was abandoned at the same year.
Shame that the game is quite good.
