Chrono Cross was incredible.

The art in japanese games is generally pretty good even today. In Square games even the smallest details and most insignificant characters look interesting and well made, and Chrono Cross is the best looking of them all.
I'm not a fan of all the design choices, but they all have decent artists behind them.

It's probably one of square's weakest efforts on the snes in terms of graphics. There are lots wonky sprites and backgrounds.
CT and Secret of Evermore looked better and I think that even the more stylized art of FF4-5 and SoM was more pleasant to look at.

Takayoshi Sato for Silent Hill 1 & 2. According to one interview with him, he stood against the hierarchical leaders or supervisors, from what I understood, to work on SH 1's CG alone, and he had no caucasian references and hence had to improvise. I think he succeeded in giving each character an identity even beyond the wonky voice acting behind most of them.

I saw some art for Shinkiro and heard of how reputed he was for the George Clooney look but I only played KoF 2000 and the ingame portraits were really good but I'm not sure if it were by him.

I felt like MKR for Saturn had a really cohesive artistic vision behind it. It doesn't quite come across at Tokyo Tower but once you get to the fantasy world of the game it is consistently pretty and the music and art and occasional special FX work together really well. Every time you get to a new area it feels like a really fleshed out new word to explore. I like the game better than the manga and anime it's sorta based on.

I think VI looks the most like Amano's art of all the Final Fantasys. That said, I don't actually like his work all that much.

I love the design in the Lunar games, as well Beyond and Legend of Oasis. Also Wind Waker really won me over once I saw it in motion.

The top one for me though is Ecco the Dolphin. I think that game is stunning.

Have to go with Legend of Mana for PS1. The art design for the game looked like watercolor anime. And the game reflected that art brilliantly in the game.

Treasure of the Rudras is really nice, being one of the really really late SNES games that never made it out of Japan. It looks even better in motion.

Disciples Sacred Lands has hands down some of the most beautiful, darkest and most unique character art in video games. Boggles my mind how they decided to go with shitty ass renders for unit portraits in the second game, though the original artist still did the concept art.
