SOR2 feels more cluncky than SOR1 because of the overal speed of the game. My favorite beat'em up is Final Fight 3 and getting used to play SOR2 was pretty rough. SOR1 offers a more "light" and intuitive experience and playing SOR2 after SOR1 is really strange for the fist minutes.

Depends on where you're coming from and which game you actually consider better than SOR2. Either way, I agree that it's overrated, as much as I consider Comix Zone underrated.

There are plenty of reasons to consider one game better than the other. I will now go throw the relevant ones:

Gameplay:
SoR plays faster than 2. You can jab faster, there's no delay between one attack and the next, nor is there a delay between an attack followed by a jump, and each attack has more weight to it because enemies don't have nearly as much health, so you also get to advance sooner.

The bosses are also simpler to defeat, SoR2 made them more challenging but also frustrating considering they can break out of combos pretty much any time they want, and your special attack is nearly useless to use as a counter, so avoiding does cheap hits is nearly impossible.

Level design:
I know this sounds way more objective, but I'd say there's more appeal to the first game in that regard. The character design and overall art style is quite distinct too, and SoR2 is much more colorful and sometimes even the enemies are more friendly-looking. Straight from the opening, SoR gives a more gritty feel to the game, like you can actually feel how depressing the city is. SoR2 has you literally go through a carnival fair and a basebal stadium, get the picture?

Soundtrack: This also contributes to the overall feel to the game.

As for my own personal opinion, I love both games equally. I would argue that SoR3 is better than both put together, but only for the gameplay & controls and the art style, as they're both damn perfect. But I could list plenty of reasons why both previous games can be considered better games.

The first denjin makai got a snes port that is nice enough. Less characters than the arcade but you get the beginnings of the combo/juggle system that make part 2 great. Be sure to check out the movelist for the specials if you try it.

Comix Zone is easily one of the best games on the Megadrive, but I don't think it should count since it has no multiplayer, and you rarely if ever fight multiple opponents - plus the fighting system is basically about mashing. As a beat-em-up, it is pretty weak.

So many great beta 'em ups out there, it really hard to make a choice...Armored Warriors, Cadillacs & Dinosaurs, Warriors of fate series, Denjin makai, D&D, etc. All the great ones mentioned here all the time, and for a reason.
But, I have to go with, Aliens vs Predator or Knights of the Round, because I played those in the arcades in the early 90's.

SOR2 was one of the first genesis games to have larger character sprites, which are kind of done in a manga style. The faster punching made the game better. SOR3 does have better controls, but the graphics and music weren't as big of a leap.
SOR1 has memorable Boss's and the cool powerup police attack.

These are all valid reasons to make any game in that series a fave.

You're fucking stupid because a) you only get hurt if punch certain hard objects like walls or doors, and b) those same objects are not meant to be punched but bypassed by using your brains. They're mostly puzzle objects that require you to use an item or activate a lever of some sort. Comix Zone shouldn't really be judged solely as a beat em up, as I feel it is way too close to an adventure game in too many expects. People who often say it is too difficult just fail to relize you're not supposed to punch your way through.

I havent played comix zone without ignoring in game text for a long time but just in case it doesnt mention it in game.

Use the rat on every screen until you know where the items are. Its tedious but you will always be well stocked with gear. Often the specific gear you need to solve later problems.

Bonus stupidity: you can skip the arena opening text with a power glove. There are 2 you can collect on the same page before the arena.

Sengoku Legends on the hand is such a disappointment in that department, its nice looking but very boring in comparison to its predecessors, however it has my some my favorite mechanics (i could dash cancel combo's forever) so i keep on going back to it

whilst on the neo geo I'd also like to bring up Burning Fight, Its short, fun and has good music.

A game i rarely see mentioned is Warrior Blade: Rastan Saga 3
It has/is the closest approximation to playing Schwarzenegger Conan I've come across

Played and finished almost every worthwhile beat 'em up pre-2000, here's a few of the best.

Battle Circuit - interesting cast and enemy variety, multiple characters that learn new moves as you progress.

Armoured Warriors - You play as a mech with the ability to rip off parts of enemy mechs and attach them to yourself to alter your attacks, also features a combination boss-fight system ala Power Rangers.

Guardians\Denjin Makai II - Better than average selection of characters+attacks, difficulty is among the most balanced I've encountered.

Ninja Baseball Batmen - great array of enemies and bosses and characters have a large selection of attacks.

Honourable mentions to Monster Maulers, Cadash(If that even counts) and both D&D games.
