Never liked the circular D-pads from SEGA. Always found them way too easy to rock it and accidentally do a diagonal input.

I know a lot of people will disagree but I think the PSP 3000 has the best D-Pad, followed closely by the Vita 1000. They both feel extremely responsive but the PSP 3000 has the tiniest bit of mushiness to it which, along with the flat smooth texture, makes it feel absolutely fantastic. The Vita doesn't have any of the mushiness and all of the physical buttons could be a bit bigger, but it still feels good.

I had never had the pleasure of playing saturn until a month ago or so at a retro fair. The pad was good but no better than the mega drive one. I expected clicky shoulder buttons (a la 360) but most seemed to not give good enough feedback. Is that right or I just came across really torn out controllers? I thought it was a good controller but I was expecting something legendary. Anyway I played in not very long bursts so I may have not unleashed its true power. I got the opportunity to use a Saturn 3d pad as well and that actually felt legendary. I wish the DC controller was as good as the SAT3D.

I also destroyed my fingers on the dualshock 1 when kid and I think it has a very serviceable dpad.

I think any Sega or Nintendo d-pad beats most of the Playstation ones, I stimply dislike the way it's divided, and I feel all the dualshock d-pads uncomfortable. The diagonals aren't perfect. I replayed SotN the other day on it and going back and forth between it, a PS1 pad, and my CC Pro I ran into some trouble pulling off a lot of the spell motions because the DS4 was too sensitive.

It's an incredible multi-purpose pad but it lacks precision.

I have no qualms in calling the PS2 and PS3 DPads shitty (and the controllers pretty shitty overall, too). This so very much. Double tapping, quarter/half/full-circles, shouryuken; the smooth transition and clicky feedback makes it easy to do any type of command without the use of excessive force.
The buttons and D-Pad are perfect (the feel reminds me of old Nokia phones), but holding the console itself with even slightly larger hands (especially if you have to use L/R) gets eventually uncomfortable.

Chances are you got a shitty Genesis controller. I have 2 shitty ones and 1 good one, and they look totally identical. I'm pretty sure they both come from Sega, too. Main difference is the D-pad on the good one is super responsive and clicky, whereas the other ones are extremely stiff.
