If you work out the video timings versus NTSC nominal rates, you'll see that it comes out to 4:3 with fat pixels.

It depends on the game. Some had artwork done with square pixels, others expected the image to be stretched. Just go by which you feel more comfortable with if you aren't sure.

We had a thread on this a few weeks back, I didn't save any of the images from it but I recall some pretty conclusive/strong evidence that snes games were intended to be viewed in 4:3, despite the occasional imperfect shape here and there.

The artists didn't work on displays, they used graph paper. Graph paper with squares was easier to come by than one that accounted for the distortion of stretching the image to 4:3.

You output an ultrawide resolution that is divisible by most of the common resolutions used by retro games and let the CRT do the leg work in putting back to the correct aspect ratio.
You do this to get past the fact that the emulator really can't switch resolutions on the fly as many old games would for stuff like pseudo hi-res mode on the SNES.
CRTs do really well with horizontal scaling, and despite the fact that it's being fed something far wider than it should be able to resolve, it all gets evenly squeezed down into the correct size.

I should say that I haven't actually done any of this myself, so someone who has could probably give a much better and in-depth explanation.
