Looks like some kind of track shooter for the 64 or PS. Maybe even the Saturn? Bottom right level looks like it would have been cool.

So I am really enjoying the music in this game. The controls are a little hard to adjust to (helps to mash the d-pad). The balloon guy moves really slow and so far I can only hit enemies with his short range weapon like tennis (knocking enemies into other enemies for combos). Really good pre rendered graphics and sprite scaling. Thanks for finding this cool game /vr/.

Unfortunately, Mizzurna falls is completely indecipherable without Japanese fluency so it becomes a game of "Drive this VW bug around this town and try to stay amazed that this game is technically possible on a PS1 while hoping against hope that you'll figure out how to trigger a story event"

That GeGeGe No Kitarou game came out in 2003 wow I forgot how long the ps1 lasted for. But that helped me remember about this game.
