The problem with rarity is that too many bullshit collectors determine what is rare, instead of using production numbers to determine it.

Before they wrecked everything claiming that Earthbound was hyper rare, I think some list said that my rarest game was the Towering Inferno for Atari 2600.

Recently I got Brain Dead 13 starring Fritz with a PSX (that I'll mod and flip). It's complete in a weird cardboard longbox. Never even heard of the game before, worth anything?

It's okay. Exactly what you'd expect for an extremely obscure swedish police game.
I'll try and rip the discs at some point, along with making high-res scans of the box and manual.
Though I must note, these are the strangest CDs I've ever encountered. Windows Explorer shows them as being completely empty! Not a single file in sight. Yet they're all quite clearly full of data in one format or another which the game can read.

They weren't sold in stores and most likely not many copies exist relative to retail releases. White Famicom development disks in and of themselves are rare, and as far as I know the data on said disk is undumped and therefore cannot be downloaded. Does anybody care about a prototype of a Patlabor game? Probably not, but hey, it isn't exactly the same as the final version and as far as I know is not available for download. Dunno about the Judge Dredd NFR cart, so I can't weigh in other than it obviously isn't a retail release which does to a certain extent add weight to the claim of rarity.

I don't know about you guys, but late 90s/early 00s internet was paid by the minute here, it was literally cheaper to play on an arcade machine than to play online. Going by "rarest" and not "most valuable", I'd say this is the one for me. It's a Mac OS game from 1997, that also came pre-loaded with the soundtrack for you to download.

It was an incredibly fun, arena-style, top-down shooter, where you had to guard data chips from these robots that would hack into them. There were an assortment of other enemy ship types that would try to kill you as well. If too many chips got hacked, Terminus, the big bad guy who is trapped in the center of every level, would break free and wreck your shit. Loved this game.

It's a mixed bag. It has slowdown in really sprite heavy parts, and it's clear the PS assets were just upscaled for the Saturn's resolution. That being said, having 3 characters to play as is awesome, the extra areas are nice especially for spamming for levels early on with the holy salt, and the third hand is great for carrying a heal or spell while also holding a weapon and shield.

See games like Demon's Crest actually deserve the 65-90 dollar price tag they command because they are actually fairly uncommon, Mr. Gimmick and Little Samson had incredibly small print runs at the very end of the NES life span when the SNES was out. Then theres Wild Guns, EVO, and shit like that that were just low print runs and obscure, those games "deserve" the high price tag they command because they are actually rare.

Popularity clearly plays a factor in a games cost for common/uncommon, look at Megaman, Donkey Kong Country, Super Metroid. All insanely high priced on eBay, despite being very common.

It's pretty typical to measure sales in thousands or millions. CT selling 2.3 mil in Japan seems legit considering how common it is there. Anthologies probably outsold the snes version by a good margin so I would expect CT sold close to what Earthbound sold, which was 130k if I recall correctly.

These games are rare enough to justify a higher price tag than most snes games, but their current market value is heavily inflated by their popularity. Earthbound going for more than $150 is almost entirely a product of hipsterism.

I can't speak for SoR 3, but Shenmue II isn't particularly rare. You can pick it up complete with sleeve for less than £50 on ebay, and there are a good number of listings. I think it would be fair to say it's uncommon. I think back then, here, Soul Calibur and the Shenmue games were the must-have games for adult Dreamcast owners.

Evolution 2 on the other hand - people on ebay seem to think it's worth £150+, and they'll pay that. But that's purely because it didn't ship many copies, not because it's a really good game.
