Ocarina of Time was the GTA IV of the 5th gen.
Majora's Mask was the GTA V of the 5th gen.

Ocarina of Time > Majora's Mask was a more significant technological reshuffling than FO3 > FO: NV.

Also, New Vegas was a cookie-cutter imitation of FO3, wheras MM struck out in a bold new gameplay direction.

I suppose you could interpret the multiple masks as being similar to the addition of multiple characters in GTA V. Also, the more "cheery" art style in Majora's Mask mirrors the shift from GTA IV's grim urban decay to GTA V's bright and cheery look.

They're both built on the same engine.

The first game is dark and moody. It has one playable character. It is considered one of the most advanced games of its time.

The second game is more upbeat. It has multiple playable characters. It proceeds to blow away the technological standards set by the first game.

Depends on whether you look at the story or the overall design. MM has a darker story, but it has super chipper music, bright colours, and an overall brighter look.

NV is better for having scaled back the bad changes to SPECIAL that 3 made and had a storyline that was actually related to the earlier games.
