The funny thing is, even something as trivial as a sprite edit, even for a single character, in a video game would be a huge effort. It gets more complicated the newer the console is, but the Neo Geo is second when it comes to 2D game complexity. You would need to edit the character's color palette, which would involve some hex data editing, but that's as far as programming extends to something like this.

ROM hacking is hilariously difficult; not only do you have to reverse engineer the programmer's systems, you're also going to edit everything in hexadecimal. Don't expect to see "player.velx = 4", just walls upon walls of EA 59 F8 A0 01 00 type information.
