That doesn't make it any less well done. The style was pretty iconic for phantasy style games and still is today, so it would make sense that they'd use that for a game that does feature dragons and dungeons and orks and shit.
And as far as game covers go, it is pretty damn good. Better than the horseshit they put on, I dunno, the USA release of Megaman 2.

Seriously I don't see what is your problem with it, because it IS a good cover. About the only problem it has is that the chick isn't actually dressed like the character in the game.
