There's so many good games to choose from.

/vr/ is slow yes, so you can't just start up a thread and expect people to come. but we can set dates in the future and make it a regular thing. Maybe every Sunday or something, and we rotate the games.

It might be possible, being 2nd controller over internet and streaming video but so far I've only seen such thing on PSP NES emulator (through AdHoc) and even that got discontinued.
But it might be possible, I didn't really search about it that much.

As far as I know, the current emulators don't emulate a multitap over netplay, meaning you can only play 2P and not 3P+.

Depends on where on SA you live, and if you got a good internet connection. I'm on Argentina, and with a 6mbps connection I get around 120 ping on american servers.
