This is not even up for debate. In terms of retro games, Action 52 on the NES is the worst.

>52 games, not a single one of them even remotely playable. Each and every one is literally unfinished and glitchy beyond comparison. A good chunk of them don't even work.

All other games mentioned here are exceedingly better than Action 52. Literally the only good thing that came from it was a pretty catchy song.

Big Rigs Over the Road Racing. There's a lot of trash in discount bins for the PC but nothing beats releasing a game where they just stopped developing it halfway through.
