Almost any non turn based RPG is better than FF7 excluding the obvious casualized ones

You could argue it's the best JRPG, but best RPG in general requires being able to actually roleplay a character with meaningful choices. Candidates would be Fallout 2, Baldur's Gate 2, Ultima 7, etc.

Xenogears. Tetsuya Takashi wrote it for FFVII but it was considered too dark and too deep. And on top of that, the battle system was so good, Square stole it for Legend of Legaia. Finally, all its sequels (Xenosaga and Xenoblade) are completely equally badass.
