It wasn't a hardware limitation because they could do a blue shirt in Donkey Kong and Mario Bros.

Also I for the longest time, as a 7 year old child when mario 1 was released, would draw mario and all characters. I spent so many hours arguing with my friends; did mario have red overalls with a blue shirt, or blue overalls with a red shirt?

Saying "Peach was always meant to be blonde because of examples X Y and Z" is like saying Mario was always meant to wear red overalls because of examples X Y and Z. Japanese game art indeed had Peach as blonde most of the time, but it was a darker color (such as in my example) as opposed to today's bright yellow.
