How did they make these kind of backgrounds?

Looking at FF7's backgrounds, some of them look to be 3D models and an image was taken of them.

Others in other games seem to be modified versions of real photos.

I have a dream of making my own pokemon game from a gen 3 base. I found tools and stuff for hacking and everything looked pretty simple. My dream was actually becoming a reality. But then I found out how fucking hard it is to make sprites.

For the left I tried shrinking down a picture of a komodo dragon and spritifying it. The middle I took a bunch of parts from other pokemon and mashed them together. The right is kangaskhan. My fakemons look like shit and I'm crying. I won't even post what I ended up with when I tried to make one from scratch.
