There's really out-there stuff like LSD...but what are some less obvious games with either weird stories, weird visuals, oddball characters, etc.?

Zombie Nation isn't just a weird game in premise, even the music is out there. Every channel seems to be doing multiple things at once, such as using bassline samples alongside drums for DPCM, or having three way harmonies with the squares and triangle, or using a low pitched orchestra hit as a gong.

I'm Sorry, a satirical mid-eighties arcade game, I think partially developed by Sega. Basically a collect the items, avoid the baddies maze game. You play as a caricature of a greedy former Prime Minister of Japan and you have to collect all the onscreen gold bars and get back to the bank in one piece with them to complete each level. You can punch or jump over enemies and some obstacles. Your enemies include caricatures of Giant Baba, Michael Jackson, Carl Lewis, Madonna, and a noted Japanese comedian. The enemies do terrible, but hilarious things to you if they catch you.

LOL - Lack of Love

It's an adventure/puzzle game where you start as a small alien creature and traverse throught odd terrain and evolve/grow as you conquer the hurdles that the game throws at you.

It can be very difficult to figure out just what the fuck you're supposed to do, though. I had to use a guide.
Also, I never finished it because there's this one stupid hard race you're supposed to do and if you lose, you have to wait 5+ minutes for the event to become available again. It's tedious as fuck. But don't let that dissuade you from trying this game!

What's really weird is that there is a hidden cross-over stage featuring Cho Aniki characters in Langrisser II
