I remember playing it on my uncle's Windows 95, my memory is very blurry about it, the only things I remember are that the game was a platformer, the main character looked similar to Spiderman, at least to me, the environment looked futuristic/virtual or like it was set within a computer, some of the enemies were robots/machines/lasers and there frequently were some buzzing electronic noises or distorted voices.
Also, "that game you don't remember" thread, if you will

I know how you feel, I played a game back when I was young that I wish I knew the name of now... It was a DOS game you were a mouse & you had to push or collect the cheese I don't remember exactly and you had to stay away from the cats. You could control the difficultly by adding more cats and making the level huger. If anyone can name the game for me that would be awesome!

It's over at The Internet Archive
https://archive.org/details/MicroMan_1020
>MicroMan is an arcade-action style game for Windows 3.1

Though looks like you'll need a 32-bit OS, or have Win3.1 setup within DOSBox if you have a 64-bit OS.
