It's basically shred/power metal as it existed in Japan. Do not forget that probably the two biggest influences on Japanese game soundtracks up to that era were probably metal-evolving-out-of-Deep Purple personified by Yngwie Malmsteen, and yacht-rocky jazz fusion as personified by Casseopeia.

Try "Rising Force" by Malmsteen, "Mind's Eye" or others by Vinnie Moore, Tony MacAlpine, some Steve Vai albums, et cetera. If you like those, you might check out more modern stuff that evolved from there, e.g. "The Elephant Man's Alarm Clock" by Buckethead, Jeff Loomis's solo albums.
