That's actually not true. At least not in Super Mario Bros 3. It's true in Super Mario World, because it was one of the first SNES titles. The developers didn't know how to use the full potential of the system like they did with the NES, and because they couldn't make enough room in the data for additional sprites, they just swapped the colors and used the same sprite for bushes and clouds. It's also the reason why the Goombas in Super Mario World were replaced with the round "Kuribon" variety. There simply weren't enough sprites left for a "flattened goomba" animation.

There's a misconception about the whole thing. Consoles such as the NES, Sega Genesis, and Super Nintendo are specifically designed to do scrolling graphics. They have hardware built in to handle it. But any platform CAN scroll. Its just that because it takes much more effort for the home computers to do it, many old PC games had very choppy scrolling.

It's actually a multifaceted problem.

First, computers from the 70s/80s barely had enough VRAM to draw one screen of data, much less load and display "scrollable" data. 2600s actually had trouble with even this much! Read "Racing the Beam" by Montfort for example. 3D drawing was basically unrealistic because the systems were too slow/weak to handle it.

Second, computer science was still exceedingly primitive by today's standards. The demo and commercial scenes were doing some work with 3D, but it was still a long way from what you'd see in Wolf3D or Doom late in the decade. See "Rescue on Fractalus" for a fairly complex flight sim from 1983, for example. Using fractals to draw land? Only drawing things that are actually on the screen? Using a short render distance to reduce the # of things to draw? These are the improvements that ALLOWED Carmack to continue improving the design.

The MSX can do hardware-based vertical scrolling, IIRC, because it was designed with productivity software in mind and would require it for viewing word processing documents/etc.

The arcade version of Donkey Kong was actually developed by the hardware company "Ikegami Tsushinki". It is believed that Ikegami developed many more games for other companies, including Popeye for Nintendo.

Indiana Jones and the Infernal Machine is notorious for plaigarism. It's "inspired" Zelda interface and even the title theme is blatant and lazy enough to rip the title theme from Donkey Kong Country 2's own title theme after about half a minute of playing
