Kaillera is incredibly prone to desynch, that's pretty much the reason. Even with good latency some roms are just more susceptible to it and nobody likes input lag.

I'd love to play some 4 player beat em ups but the likelyhood of finding 3 other people who are both willing and live in my backyard is slim to none.

Unless you have an affinity for the rosters for Jam and Jam T.E, I don't really think there's much of a reason to go back.

Hangtime is just a much more refined 2D arcade basketball game. I couldn't imagine playing Jam or Jam T.E without some of the stuff in Hangtime (Spin/Ally Oops/Momentum based shooting, ect)

I'd love to try out netplay, but in my experience, any attempt to play any game online whatsoever (other than some Valve games) ends up requiring an hour or two of router configuration to get it working. If there's a guide out there to getting it set up and a way for me to test my ability to connect without wasting anyone's time, I'd be all for it. I'd especially appreciate a way to do it through Ubuntu since I hardly ever use my Win7 installation anymore.

It really depends on what router you have, your emulator, if you're hosting or net, etc etc.
The most important one is generally Port Forwarding, but how to do it changes from router to router. Just google it and it'll point you in the right direction.

First, you need to open the the emulator and configure your controls and shit. When you're done with that, open the rom and a small window will appear. In the following type in /connect [The IP of person hosting] [the port that person is using]

Well yes, the emulation of netplay is coded just fine. Look for VBA-M and LAN is essentially a link cable, so you shouldn't have any issue, you can also open two instances of VBA on your pc and link them together that way but it requires two inputs from the same pc.

In regards to netplay over the internet then no, there is nothing that can be emulated better for that to work you would just need monstrous internet to ensure no lag whatsoever within 10ms latency.
