What, exactly, is he?

He is the one of the gatekeepers between the realms of Hyrule and the Lost Woods (otherwise known as Termina). He deals with those lost souls who venture into the Lost Woods accidentally without a fairy (as Link did, as so many did before and will do after), sending them on a mission, quest, something in order to entrench them in their new world. He twists time to confuse them, makes them meet everyone, develop relationships with those who are already lost (or who will become lost later, as time is irrelevant to him). Eventually by the time they complete this quest they lose who they once were, and find a new home in Termina, a new identity. They are truly lost to their old world, but they have found another.

I always thought of him as the Hylian version of the devil.

Ganon wouldn't really fit that because Ganon is too hands-on. The devil is more a 'set in motion' kind of guy. This guy seems like that type of person... and the mask that caused all this trouble was originally his. Trickster god also works, as some one else said. Either way I don't think he's entierly mortal or maybe even corporeal.
