Why do people hail the J2E translation as the best way of playing it again?

We need a new fan translation of the original. Badly.

In capturing the localization correctly, the DS version's translation is actually the best compared to what we already have of FFIV. Second place is probably GBA, though it's definitely not without flaws because it borrowed a lot from the PS1 (Yang's Wife, etc).

Sounds like you're confusing it with 7

The problem with early fan translations is that people weren't necessarily so excited about accuracy or the differences than just getting the job done for fun. You would also have a huge team of people with varying talents doing this thing, so everything looked spotty and inconsistent.

Even the writer of that article admits to putting fanservice shit in his early translations.
