The prototype of Resident Evil 2, commonly known as Resident Evil 1.5, is being finished by an anonymous team of programmers and graphic artists called IGAS. They are using a roughly 40% completed version as a base upon which they are building (a plethora of information from the final "80%" version is also available). I am not a member of this team, but I am intimately familiar with the project and the original prototype itself. Feel free to ask any relevant questions, and I shall answer them truthfully, unless it forces me to disclose sensitive information.
