I have a theory that the games with the best feel are from times when you're <13. After that feels aren't as strong and nearly totally vanish by 20.

I mean, 1999/2000 were truly great (just as that whole 96-01 span) but to me personally the best feel is somewhere in 1992-1995.

I turned 13 in 2002, which is the same year I lost interest in Pokemon games and became more interested in Halo and Grand Theft Auto.
My waning interest in gaming started soon after GTA 5 released and I’ve been using retro gaming as life support to replay the games I had enjoyed from the mid 90s to early 00s, before my childhood hobby and nostalgia finally dies some time before I turn 40.

it makes sense. I like old games in general, but there's some sort of weird y2k aesthetic in the games at that time, absolutely love it. Plus pc gaming was at a peak before it would drop off for the 2000s

It's people who made shit up, they either didn't have a PC or were retarded since Steam was relatively small until 2007 pretty much exclusively used as a launcher for HL2 and Counter Strike.
Anyone who claims otherwise probably didn't make a steam account until 2010.
