Let's say Mario 64 got delayed for 1999 and was released just before Sonic Adventure. The game is still on Nintendo 64, but three more years allowed the developers to make the game better and add more features. Like Luigi.

How would people receive it?

If Nintendo treated the N64 like SEGA treated the Saturn, there would be no Mario game until 1999, we would maybe just have Yoshi's Story, Killer Instinct, Mortal Kombat games, a straight port of Super Mario All-Stars + World, and maybe Mario Kart and a few other racing titles. The real question is whether we would have Banjo and DK64 or not, since those didn't come out until later anyway. It would make fifth gen even if this happened imo, and both consoles had issues to begin with.

On the flip side, if it was still released on the N64 in 1999, it may have meant bigger worlds, nicer lighting effects, and better textures + character models, maybe a bit closer to something like Super Mario 64 DS.

This would've seriously damaged N64 and Nintendo since it launched with very few games. Recall that PS1 was already out and gaining traction.
No effect on Sega, they were doomed anyway.
