These don't annoy me in most games; in some, they can be avoided by just walking straight at them. In the Metroidvanias I tend to use weapons with huge attack arcs like battleaxes and the like so they're sort of a joke there too. I can see how they would be annoying to other people though.

Yep. Berserkers do a lot of damage when their hits connect, but if you're paying attention they should never touch you.

No, you know what I thought was annoying? Those fucking jetpack guys. You can hear them from a mile away and it's always like "oh jeez, not THESE guys again." They fly, shoot blaster shots, and they take WAY too long to kill.

To me, that's that defines an enemy as "annoying." Taking a lot of effort to dispatch, while not actually being very dangerous.

Those guys are actually pretty easy as long as you don't fuck up. Their attacks take 1/3rd of your lifebar. Abadede had invincibility at startup too, but if you jumped over him he usually did that uppercut move, and since you jumped over him, it missed. Then you can wail on him.
For Z. Kusano you could just beat him the second he stood up.

Most characters moves that could be repeated without triggering their BUST OUT special too. For Axel, either standing jumping kick or the "hold B for 2 seconds and release" double kick. For Max, atomic drop all the way. For Skate, the dashing headbutt. For Blaze, she is the worst character in SOR2.

The bow can hit everything relevant, especially when not upgraded. Having a weapon with huge anti-air coverage and that still hits far enough in front of you is much more useful than things that go only straight left or right. Being able to hit most things (including bosses) from a great distance and/or without jumping makes a huge difference in survivability. Even the level design favors the bow, as there pretty much no sections where you need to go strictly down or the enemies come from below but there are tons of sections that go upwards and/or have enemies coming from above.

The only place where I wish I had another weapon was the boss of the second level, but he's so easy that it doesn't make much difference anyway.
