I has to do with how far you have to stretch your thumb to hit the button. The button you press the most should be C, second most B, and the button you have to press the least should be A since your thumb has to stretch the most for that.

Easier to spread your thumb across 2 of them, with the third requiring minimal sliding of your thumb to reach it.

These because it’s what the Streets of Rage games use so I got used to that.
Plus if you follow previously established standards like SMB for example, the jump button should always be the furthest away from the D-pad and the main action button next to it
