It is what it is, a really ambitious version of Quake based on the Exhumed engine (I believe) which for the time was quite the coup for the Saturn. We can look at it now and say it's unplayable, but many people enjoyed this version. I first played it on a 486 and performance wasn't much better, albeit it was the proper game.

Low FPS was never ok in a fast-paced high-APM genre like fighting or shooters.
The only popular exception that comes to mind is GoldenEye, but it had the advantage of being basically the olnly decent shooter on a platform.
