So I recently beat Rockman 4 Minus Infinity, and I have to say, I loved it more than any of the canon Megaman games. It was absolutely astounding, all the things that were put into that game. I had recently finished a runthrough of most of the canon Megaman classic games, and it seemed like every enemy from the NES and GB games were in this game somewhere. The new gimmicks were all good, and I can't think of a single stage I didn't like.

I understand that RM4MI is one of the best hacks ever and that I shouldn't expect anything of the same quality, but, are there any other Megaman hacks that one would recommend to someone who played the whole series?

Rockman 5: Air Sliding was worth it for me. It isn't nearly as comprehensive as R4MI, but the titular mechanic mixes things up pretty well. It's the kind of ability you miss when you go back to the official games.

It's got assembly hacks and Kirby music and other PureSabe goodness so you know it's at least worth checking out.

Uhhh, 1.3 was great fun. I really liked the changes to skills and rebalancing. It was a bit unfair at times with the enemy equipment improving faster the more I level up (same equipment being locked until certain scenarios), but I didn't play it without knowing it would be a bitch. It was a matter of not grinding, really.

Rockman 5: Air Sliding, Mega Man's Indonesian Artifact, Rockman Claw, and Rockman 6 Skype are great hacks.

(Skype is a WIP though, and I believe it is leaked but I found my 6 Skype DL on a youtube video)

I like Rockman 5 Air Slide.

It's a challenging, well-designed hack. The challenges are all reflex and skill based, no kaizo-esque "gotcha" traps. Also, much harder (but fair) bosses.

You need to learn assembly language. You need debuggers for the games.

I said SOME assembly. I'm still studying. Obviously I don't know everything. I got the feeling the processor instruction set isn't the only thing I gotta know.

Also, my learning algorithm employs breadth-first search. I enumerate and learn about many related concepts, establish relationships and gradually go deeper.
