master system is primarily 256x192. 256x224 was used for a lot of genesis games, even if just for a few screens.

256 wide is really the only one that would have been nice to have as it would have made for easier porting of SNES games, Genesis games, 8-bit games, as well as some PS1 games like SotN. A lot of PS1 games will run in that mode to get better performance as it's less screen real estate it has to draw.

But on Saturn the horizontal resolution is tied to the CPU clock rate, you get 26MHz at 320 wide, and 28MHz at 352 wide, I'm guessing clocking lower for 256 wide wasn't seen as worthwhile. While this seems silly to tie these two together, it does make sense in that you don't need to provide 2 different clocks and is how Sega's VDP worked in the Genesis. When in 320 wide mode the Genesis VDP is clocked higher which allows it to draw more sprites than in 256 wide mode.

352 wide makes sense as that was the standard for Video CD and they wanted to support that. 384 though was only ever used by Capcom's arcade hardware so I don't blame them for not directly supporting that.

Later revision Master System models (like Master System II) added support for 256x224 video mode. It is used extensively in Codemasters games like Micro Machines.

From what I remember it was more that it was a bug in the very early VDP revisions that was later fixed. But since some users may have that earlier revision a lot of games don't use it.
