Yes, from my understanding they got the rights to the show itself but I think either somehow didn't have rights to the scripts or the scripts were lost or something along those lines, so they decided to just completely make up silly nonsense instead.

Not unlike the Ghost Stories dub, though that one was on purpose because the original dialog was apparently extremely bland and boring (Or would have been impossible to adapt since it heavily relied on knowledge of Japan folklore? I hear conflicting stories) so they just made a troll dub for the English, though the other language dubs and the subtitles of the Japanese version are an actual translation.

Eastern dragons are often furry, and scalies are a subet of furry.

I've spent some time with furries. They tend to be very low stamina so i wouldn't necessarily recommend it if you're not fixated on hiding behind avatars.

The original series (Kyatto Ninden Teyandee) was mostly a parody of Japan's Edo period, so the stories and gags were full of historical references that nobody outside of Japan would understand and the dialogs were full of puns and wordplays impossible to translate, so when Saban got the rights to broadcast it in here, the translators basically said "Ah, fuck this" and adlibbed the whole thing besides of replacing the original BGMs with some generic ones and removing sone scenes considered too violent or questionable, like Big Cheese in drag.
A detail that was left out was that all characters in there were robots that could be smashed to pieces and be rebuilt back to normal without any issue.
If I remember correctly, the girls were shown "naked" a few times, but all what they had to show were their joints and articulation points because yeah, they were robots.
