It was the closest Street Fighter had to come to being good until they made SF6. The responsiveness and slick animations made things so fluid it felt good just to move around. The top tiers aren't broken in ways that narrow the playing field to them exclusively, they play the game better instead of defining the game. The major issues with Chun/Yun/Ken could have been fixed with some adjustments to super meters and damage. Absolutely the Street Fighter that could benefit the most from getting just *one* more revision, but sadly Japan is addicted to shit-tier waifus instead of good girls like Makoto.

Once Online Edition hit the scene the game had settled and they were already split between 3S and the unstoppable SF4 hype train. If they got a revision so much later all it would do is split their already marginal player base. I understand the critique but it's a different situation from the idea of Capcom dropping a 4th Strike in the year 2001.

To be fair, while A-Groove Dictator, Sakura, Blanka are broken (despite having some solid competition on the tier list) it's just BAS that's on another level compared to everyone else. Otherwise you'd also see A-Groove in second and third place, and that's often not the case.

1. The sprite work (especially for 3S additions, which includes Chun) is some of Capcom's best due to the insanity that CPS3 allowed for. The character designs themselves were mostly peak Capcom firing on all cylinders, especially since NG was originally a new IP until Ryu & Ken were stapled onto it which lead to designs that broke out of the mold 2 & Alpha set.
2. The OST is iconic and ironically fit perfectly with the vibe of the western FGC of the early 00s.
3. Parries became an iconic part of the game not just because of LET'S GO JUSTIN but because of the incredible audiovisual feedback they had and how the 10f window made it much more reasonable for a middling player to get one off regularly.
4. Other mechanics became staples in later SFs like EXs, selectable options after picking your character (SAs, then -isms, then Ultras, then V-System). Even then nothing quite did what SF3 did in terms of meter management given the varying lengths and stacks of meters while EXs always cost the same amount, and no other game really does Stun like SF3 either.

I do think its lack of balance gets understated and I generally prefer the aesthetics of 2I to 3S (better stages, better UI, OST almost as good but nowhere near as lauded) but it's the definition of a cult classic. Plus I have no high ground here as a fan of Alpha 2/3 and CvS2 because any variation of Custom Combo is fucked up and those games all have it and characters that abuse the fuck out of it. If 3S or even 2I was the first taste of SF3 it would've probably done decently (CPS3's small run notwithstanding) but New Generation sucked ass and poisoned the well, so only the hardcores go into 3S and introduced it to the masses via EVO Moment 37.
