It wasn't JUST because of DVD but that played a role in early adoption and one thing about console sales is that it's self-perpetuating as more console sales translates to more games and more games translates to more console sales. And since the PS2 era was one where multiplatform became more commonplace, you could own just one console and be set. And for most of those people they went for the PS2. The DVD was a good head start to get that momentum going.

Here in the US you could get a standalone dvd player way cheaper than what a ps2 cost on launch. What did a lot for encouraging people to buy a PS2 is they didn't have to basically sell their PS1 games, they could just sell the PS1 and keep playing their games on PS2. PS2 owes a lot of those sales to the fact that it was the first console that tried to target non-gamers. Playing DVDs was a part of it for sure, but it was also the first one to get games like Singstar and movement tracking accessories like EyeToy and some custom controllers that came with games. It had less to do with piracy itself and more with the fact that they had to be able to advertise how hard it was to pirate on their console to suits. And Sega fucked up worse in that regard because almost every unmodified Dreamcast unit can play games from burned CDs. Contrary to popular belief, American VA2 models can all play CDs that way. Only some Japanese models came with BIOSes where that was locked and it was always clearly stated on the box as "MIL-CD incompatible" because it also broke some officially licensed Sega releases. That's hard to defend to investors.

I remember my dad got a Super Mario DVD for ours and it was a whole bunch of SNES roms on there, that's how I got to play most of them for the first time.
