My friend had this on a Famiclone cart. Didn't realize it was a Superman game until much later, didn't quite get how it works. Same goes for the Atari game. I'd fly around across screens, sometimes there would be an enemy or a telephone booth but there seemed to be no objective or goal so would only play it for a few minutes at a time.

The japanese famicom Superman doesn't suck, it's a charming little game.
As for other Superman games that don't suck, I enjoyed Death and Return of Superman on my Genesis back in the 90s. It's not as good as japanese-developed beat em ups but as fr as western ones... It's not bad, graphics are good and it follows the story of the comics with the new supermans and all that. It's at least worth checking if you like Superman or 90s comics.

How would you execute an idea of Superman game?

Superman has little weaknesses besides kryptonite, so making him vulnerable to regular enemies would make no sense, and making him invincible would be just too boring.

It's really a complex task, if you'll think about it.
On other hand, we have Astro Boy for PS2 which is pretty much Superman 64 2 with open world-ish setting. I'd go for something like this.

Superman has a lot of super-powered enemies that can hurt him. You can also use enemies with magical powers. Finally, if what you want is an open world game with enemies that can harm Superman, just add Mister Mxyzptlk to the story and he will do the rest.

Unironically, DC lego Batman was the best Superman game. You get Superman as a playable character half way in and you can fly all over with the superman theme in the background playing, and shoot of laser from your eyes and beat the shit outnof everyone.

Why did they always struggle to make a good Superman game? It seems at least in theory he should be really fun to play as and as someone else mentioned he has plenty of equally powerful enemies like Darkseid etc who could damage him without it seeming unrealistic yet it seemed like they always just used regular ass punks or robots as enemies.
