Yes but the cost of living was smaller. All your daily expenses, gas, electricity, food, bills, etc everything represented a lower percentage of your income, leaving more for leisure. So games were more expensive, but also more affordable.
Back then all you needed to get a loan for a house was a couple both having a job. Nowadays in most developped country that's not enough anymore. People have less money to spend at the end of the month.

Games were also pretty much just another past time among others for the majority of kids, along with playing with actual toys and, you know, playing outside, riding your bike, etc. I'm sure there were shut-in kids like myself who only wanted to play vidya, but for most others, they'd maybe play for a little bit, maybe with a friend, then move on to something else, then another thing, etc. So yeah, you'd get only a couple of games a year, but same with action figures, board games, skates or whatever else.

I never purchased or had purchased for me a new Genesis game, ever. Cartridges were basically impossible to damage without physically destroying the connectors or something crazy like that so there was basically no reason not to buy them used outside of needing to have the new game RIGHT NOW(!!!). We were not at all well to do when I was a kid but I had around 10 games at any given time. I expect the experience was similar for a kid who owned a SNES, you could just get a used game for $15-20 and if it really sucked take it back to the store because most places would let you swap it for store credit or just trade it for something of the same price.

You could also barter with other kids and trading / borrowing between people was very common. I knew a couple kids who traded their actual consoles since SNES and Genesis had pretty different libraries and everything was of roughly equal value at the time.

All of that is lost today because of digital purchases and non-transferable games. Even if you traded someone an X-Box 1 for their PS5 you would have to also trade your entire account or it wouldn't work at all.

To be fair, games themselves comparatively now is cheaper than they were then. New games are just starting to go above the $60 mark, which is half that in, say, 1996 dollars.
Don't get me wrong, the whole digital shit and 'we can rescind your privilege (!) to play the game you paid for at any time' and things like that make me absolutely sick, but games themselves are simply way cheaper now than they used to be for old cartridge-based systems when physical copies are available.

This is why ROMs should be legal and encouraged by the industry. Not only are they vital for archival purposes, we already paid for all these games when they were expensive. How many weeks of allowance did you have to save up to buy one of those cartridges? How many mowed lawns? How many mindless chores? What was the Christmas gift opportunity cost of selecting these games?

The cost was really fucking high back when the survival of the industry was by no means certain. We built and shaped it with our loyalty and hard-earned money. My family paid $70 at Toy-R-Us for SMB3 for the NES and it was worth every penny.
