It was never, ever going to happen.
As I recall, Sony had the rights to DVD at the time.
The entire reason you need to buy a remote/dongle for the OG Xbox to play DVDs was specifically to get around paying royalties to Sony for each DVD player. Something Sega could never have afforded and even Microsoft wasn't willing to do it with their mountains of spanish doubloons or whatever.

Sega's biggest mistake was thinking that they could still turn the tables after SoA's terrible mismanagement streak in the previous generation. The fact of the matter is: no matter how good the Dreamcast was (and it really was quite good), the damage had already been done. BTW, DoA2 looks better on Dreamcast. The colors are more saturated, the lighting looks more interesting, the image quality is more crisp. You can see the window bars completely blend into the light and disappear in the PS2 version here, which quite frankly looks awful.

We already explained it to you that stocking so many games in advance wasn't mismanagement but how you do business with retailers in the USA simply due to how big the country is. It was the parent company, SoJ, who mismanaged things.

Haha, you think they delayed Saturn's US launch to let shops stock games? I say they delayed it to prevent their customers from realizing how big of a scam 32X was quicker than they did. But that doesn't matter. Ultimately they did the worst thing they could and surprise-launched Saturn a few months before they were supposed to if they followed their own strategy. They could have: A) planned Saturn's launch to happen earlier in the first place; B) stuck to their strategy and launched it when it was supposed to. Either of those choices would have probably resulted in a better outcome. They chose neither, and that was the worst choice they could make. It made everyone who mattered extremely mad at Sega, and justifiably so.

So you're telling me that he could force through 32X in 1993, yet he couldn't even decide when to launch Saturn in 1995 any more? I find that hard to believe. Whose words do we have to confirm the extent that SoJ decided to meddle in SoA's affairs except Kalinske's own? Ultimately, he was the one who came onto the stage during E3 and launched the system. Reading Kalinske's biography is like reading a memoir of a German WWII general where Hitler is replaced with SoJ. Just like Hitler couldn't defend himself because he was dead, SoJ couldn't or didn't want to defend itself because of the language barrier and cultural differences.

It's unsustainable, but how do you fix it? Money is a limited resource for most people, so people aren't going to spend $50-$70 on a short game no matter how good it is. There are plenty of good, short games that are either indies or have been out long enough to be cheap. When a person can spend money on something playable for ages like Minecraft, Elden Ring, Skyrim, etc. that sets an expectation that if someone is setting aside hard earned money for a video game, said game better add A LOT of value to ones library on it's own so that the buyer is entertained for a long time without buying another game.

Then how come Nintendo didn't have a severe of a problem? The problem was made worse by the fact that Sega of America was dumping funds into making absolute garbage tier games and then severely overestimating how many they were going to sell. It was made even worse by them still requesting outdated hardware from Sega of Japan instead of starting to phase it out. Case in point, they were still requesting Sega of Japan to make 3 button Genesis controllers for them as late as 1996. At the very least that thing should have been discontinued back around 1993 when the 6 Button controller came out.
