Early on you should aim for the groin or the legs first, a crit there will knock the enemy down, giving you increased accuracy while they're on the ground. But generally when you're low level you should try to avoid combat and level up doing fetch quests, though if you kill the dealer in one of the early areas, you can use psycho and Jet to make yourself super fast and damage resistant, help one gang wipe out the other, then wipe out the first gang, and then quickly run over to the slavers while you're still high on Psycho and Jet and punch all of their eyes out. You get a level or two and a huge stack of loot. Repeating that trick in New Reno is hilarious.

I often go with unarmed runs with 5 agility, because I know I'm going to be using Psycho and Buffout to make up the difference when I'm actually fighting. +50% damage resistance makes you utterly monstrous, submachine guns are useless against you.

Confession: I still can't beat Fallout 2. I went through most of Reno and did some Vault City stuff and kept dying to the wanamingos. I had no idea what it was so I went to vault city and sold a bunch of shit just to get some good armor and a good weapon. Only to figure out that my Strength is 4. So I can't even get the full strength of my 10mm SMG, the weapon I used for most of my run.

In Fallout 1 a purely unarmed build is hard but doable, I think.

Fallout 2 is actually pretty easy unarmed, like I said before.

In Fallout Tactics it's okay for the early raider missions, but after that it's only viable to have it as a backup when you gotta finish a single enemy as fast as possible.

I really needed my powerfister in those supermutant missions because some of them would kill most of my squad in one hit when they were to close.
The melee fighter hit so fast that he interrupted all actions of his victims.

Unarmed is also pretty fun in FOnline 2238
but you don't stand the slightest chance in PvP.

Military Base done at level 8.
Only farmed to level 12 for easier combat against the SM guards in the Cathedral Vault (lack of corners).

If you don't stand a chance with 8 AP those 2 extras won't really make a difference.
You don't even get a single extra attack until you take 2x action boy.

Personally I prefer sniper builds.
You can take Bonus Move at level 3.
With high PE and outdoorsman you start further from your enemies.
If you also tag sneak you can hit sneak and take on your opponents one by one.

I once completed Fallout 1 with the hunting rifle only.

What do you need barter for?
Unarmed builds don't need anything except for armor and stimpacks.
Lockpick is equally useless.

Also 10 ST seems logical for a melee build but 5 is actually enough to get the best attack.
You really could've used those points in EN.
Also 10 IN is overboard as well. What do you need those points for?
You never need more than 180% unarmed after that you'd just waste points.

You should have taken Jinxed instead of Gifted.

Barter was simply for easy money to get all the BoS upgrades early.

Endurance is usually just wasted points since at 60+ HP the only danger you'll face is a serious crit in your face, which will still do 150+ damage, and there's no way to soak that even with high endurance.

Also I wasn't going to use power armor in this run, since it's both ugly and takes away any sense of danger from anything.

So most of the stats you see at 10 are actually 9 or maybe even 8 from the start, the Luck was meant just for crits but gave me almost all special encounters early. For instance, I got the Stealth Boy AND Motion Sensor before I even reached Necropolis.

The worst fight for me was the mutant commander.

The cathedral was easy because you mostly face monsters that don't have ranged attacks and the master can be talked with.

I don't think I could have beaten him in a fight with just the rifle
even though it might work if you can move in and out of his range while landing an aimed shot.
Since he's stationary you could just hit&run him starting a new turn each time.

In FO2 everything is much easier because of all those overpowered perks.

The build I went for was sort of an experimental role-playing build where sneak wasn't a part of it (because I grew really tired of sneak when I did FO2 as melee), so the plan was basically this:

Run up to people, punch them to death (hence the name, Punch-Girl).
Punch everyone into submission.
If anyone dared to enter combat with me, run up to them and punch them into submission again.

That's why the sneak is so low, it's pretty much the build for an early (1999-2001) Naruto.
It could be min-maxed I know, but min-maxing Fallout is like using flutes in SMB3. It's just. Not. Fun.

You really only need either small guns or unarmed.
If you're not going for "better rate of fire" or "more hand to hand" you don't even need to boost those to 180%.
For unarmed ~150 is enough to get 95% for all aimed attacks.
For small guns you only need a high skill for longe range weapons like the hunting or sniper rifle.

That leaves you with enough points to spread widely, if you have at least 5 IN.

Most skills are fine if you get them between 60-80
like outdoorsman, repair or lockpick.

Although I still like outdoorsman of the secondary skills the most.

Snipers don't need a very high sneaking skill as well, since they're obviously far away.
Unarmed sneakers need a high sneaking skill though if they want to sneak up on enemies with high PE.

Thank god it's not as bad as in Fonline 2238 where sneaking is pretty much useless in PvP unless it's around 200-300.
